SINPF and MHMS looks at potential Public Private Partnership

On Monday this week, a joint visitation to the eastern end of the National Referral Hospital was undertaken.

This followed subsequent discussions in the last two years in exploring opportunities for possible joint private public partnership (PPP) between the Ministry of Health and the Solomon Islands National Provident Fund (SINPF) in improving healthcare services in Solomon Islands.

The joint visit was undertaken by the MHMS Senior Executive led by the Permanent Secretary of Health, Ms Pauline McNeil, her Deputy Secretary Corporate Services, Mr Layten Jacobs, CEO NRH Dr George Malefoasi and the Solomon Islands National Provident Fund (SINPF) Executive Board led by the Chair of the Board, Dr Jimmie Rodgers, CEO of SINPF Mr Michael Wate and the SINPF Board of Directors.

The visitation was purposely to look at a possible site or location for a potential investment with SINPF support, collaborating and complimenting the efforts in the provision of healthcare services by the Ministry of Health and Medical Services through the National Referral Hospital.

The visitation by the SINPF Board also took the opportunity that included a quick preview visit to the new Comprehensive Medical Centre (CMC), which will soon be officially launched.

With the potential Public Private Partnership (PPP), both parties will enter into further dialogue to discuss on next steps with one of the aims is to have a PPP framework formulated and in place that will guide the partnership arrangements.

A public-private partnership (PPP) in healthcare is a collaboration between a public entity and a private organization to improve healthcare services. PPPs can involve a variety of functions, including financing, design, construction, maintenance, and operations.

PPPs is not new and is a concept that has been implemented globally and, in many countries, based on what is feasible and within the varying contexts.
